Management Estimation of 16 trillion tomans for implementing watershed management on 4 million hectares

Tehran - IRNA - Hamid Nouri (Director General of the Watershed and Soil Conservation Office of the Natural Resources Organization and Watershed Management and director of the International Center for Integrated Watershed Management) estimated: To carry out watershed and aquifer operations on four million hectares in the country in the first year of the Seventh Development Plan, 16 trillion tomans are required.

According to IRNA, from the Ministry of Agriculture, " Director General of the Watershed and Soil Conservation Office of the Natural Resources Organization and Watershed Management and director of the International Center for Integrated Management Watershed and Bio-Resources in Arid and Semi-Arid Regions" added: In the Seventh Development Plan, the implementation of watershed and aquifer projects on 20 million hectares of natural resources has been targeted for five years, requiring a total of 133 trillion tomans in funding and integrated and intelligent planning.

The Director General of the Watershed and Soil Conservation Office of the Organization of Natural Resources of the country stated: With the approved funding of 2 trillion tomans this year, watershed and aquifer operations can be carried out on 300 to 500 thousand hectares in the country, while the prioritized and critical areas studied in the country require 16 trillion tomans in funding, which can be implemented within a comprehensive, mission-driven, and health-oriented program.

Nouri stated: This level of funding is not sufficient to achieve the quantitative goals of the Seventh Development Plan, although there is confidence in the government circles that in addition to national asset ownership funds, provincial funds will also be allocated for watershed and aquifer projects, and another portion of the funds will be provided through the participation of the public and through the responsibilities of social industries, mines, and philanthropists.

He emphasized that watershed and aquifer operations should cover approximately 90 million hectares of the remaining lands in the country's natural resource areas to reduce land degradation, enhance vegetation cover, and manage droughts, water scarcity, erosion, and floods, stating: Close to 20 million hectares of this area have been studied for the implementation of watershed and aquifer operations, and another 70 million hectares need to undergo detailed executive study, especially utilizing modern approaches and considering sustainable land management and comprehensive watershed management models.

The Director General of the Watershed and Soil Conservation Office of the Organization of Natural Resources of the country noted that the required funding for implementing watershed and aquifer projects on 90 million hectares of natural resource areas during the Seventh and Eighth Development Plans amounts to approximately 730 trillion tomans.

He pointed out: In the year 1402, with the available funding, we achieved a 60% physical progress in implementing watershed and aquifer projects in the natural resource areas.

Nouri said: Watershed and aquifer operations have been carried out on approximately 32 million hectares of the country's natural resource areas.

He stressed the importance of public participation in advancing watershed projects in the country, adding: Besides public participation, there is no other way to achieve the goals and plans of watershed projects than through the cooperation of the public, industries, and philanthropists.

The Director General of the Watershed and Soil Conservation Office of the Organization of Natural Resources of the country continued: If we can implement the people's empowerment regulations developed by the Organization of Natural Resources and Watershed Management of the country and enact the guidelines and regulations that show the conditions for people's involvement and participation in these areas; place the focus of the organization's programs on participation and responsible cooperation with the people, the pace of implementing watershed and aquifer projects will accelerate, bridging the existing gap.

He stated: A part of watershed management pertains to structural and biomechanical operations, and another crucial and effective part relates to managerial activities and complementarity within comprehensive programs.

Nouri added: By developing education and empowering local communities, initiating and strengthening cooperatives, unions, and support funds for the people, nomads, and villagers, we can achieve greater effectiveness in watershed and aquifer management and soil and natural resource conservation at a lower cost.
